Situated in the west of Guizhou, Liupanshui is a city featuring energy and raw material industry developed during the “Three-line Construction” period, which governs four county-level administrative districts including Liuzhi Special Zone, Pan County, Shuicheng County and Zhongshan District and with a total area of 9,965 square kilometers. It has a overall population of 3,400,000, among which the major minorities made up of Miao Minority, Yi Minority and Buyi Minority account for 27.4%.Liupanshui City is an integral part of “Panxi–Liupanshui Comprehensive Resource Development Zone” and part of “Yunnan-Guizhou-Kunming Economic Region” designated by the State.
Here are abundant resources, and is well-knonw as “Coal City in South River Land”. It has more than 30 types of mineral resources including coal, iron, manganese, zinc and etc, especially the abundant coal, which has a prospective reserve of 84,400,000,000 tons. The proven reserve is 18,000,000,000 tons, and the retained reserve is 16,800,000,000 tons. Besides, the coaled gas resource within 2,000 meters underground is 1,154,900,000,000 cubic meters. Quite many large and medium-sized enterprises have been established in the territory, such as Shuicheng Steel (Group) Co., Ltd., Guizhou Panjiang Refined Coal Co., Ltd., Shuicheng Mineral (Group) Co., Ltd., Liuzhi Industry and Mineral (Group) Co., Ltd., Qiangui Power Co., Ltd., Shuicheng Cement Company, etc, which have formed an industrial system based on coal, power, metallurgy, building material and mining machine. In September 2009, the State Council listed Liupanshui as a pilot city for circular economy in national resource-abundant areas.
It has a cool weather here, and is famous for “China Cool Capital”. The annual average temperature in Liupanshui is 12.3-15.2℃, where the average temperature in the hottest month of summer is 19.7℃.According to the research by Chinese Meteorological Society, the climate of Liupanshui enjoys features of “cool, comfortable, moist, fresh and moderate ultraviolet radiation”. In August 2005, the City was awarded “China Cool Capital” by the Society. The City was awarded “One of the Top Ten China Summer Resort Tourist Cities ” in 2006 by China Institute of City Competitiveness, and it was named as “Top Ten Environment Protection Symbol City ” in the summit of China Circular Economy Development held in May 2009.
Known as “Crossroad of Four Provinces”, it has convenient transportation here. Liupanshui is located at the joint of Sichuang, Yunnan, Guizhou and Guangxi, being about 300-500 kilometers away from the capital cities including Kunming, Chengdu, Chongqing, Guiyang and Nanning. Guizhou-Kunming Railway and Zhuliu Double Line traverse from east to west, Nanning-Kunming Railway, Shuibo Railway and Neijiang-Kunming Railway connect the south with the north. The City has become an important railway hub in Southwest China. Zhenning-Shengjingguan Expressway, together with Hangzhou-Ruili Expressway, Shuicheng-Panxian Expressway, Liupanshui-Anshun Expressway and Shuicheng-Xichang Expressway which are under construction, will make the City enjoy more advantages in its geography and transportation. Mr. Ye Da Nian, a Member of Chinese Academy of Sciences, predicts based on his city symmetry theory that Liupanshui will develop to a metropolis in Southwest China.
With more than 40 years of development and construction, especially the exponential development in 30 years since the Reform and Opening Up, the economy of Liupanshui has entered in a positive stage of rapid development.
In the present and future periods, the City will seize the opportunity of the Central Government’s implementing western development strategy and the State Council’s listing Liupanshui as the pilot city for circular economy in resource-abundant regions.
