Convenient "2+2" work processes in Liupanshui

Since 2021, to deepen the reform of government functions, promote the integrated, efficient, convenient, and standard government affairs services, and share more benefits of reform with the enterprises and people, the municipal government affairs hall of Liupanshui has adopted the service mode of "general reception, classified approval, and general delivery", and set up different service windows to handle issues related to natural persons and legal persons, and consulting and complaints. The comprehensive service areas for natural persons, legal persons, and public affairs are available for closed-loop management that includes "consulting, mentoring, approval, and assessment".

The leader group responsible for the reform of government functions in Liupanshui has prepared the Implementation Programs of Promoting Efficient Government Affairs in "2+2" Mode in Liupanshui, which explicitly identifies Liupanshui and Shuicheng as pilots in Guizhou, and the tasks need to be completed by the end of the year. For Liuzhi Special District, Panzhou, and Zhongshan that are not pilots, the percentage of the application of this program must not be lower than 90%. A clearer definition of the reform tasks is given to all departments concerned in the city, and the specific schedule for promoting the "2+2" mode in county-level authorities is specified, so as to promote the reform in a unified manner.

Services are classified to make the experience better for the people. Service areas specially set for natural persons and legal persons are available. A window to handle complaints about "issues that cannot be resolved" is set up. Also, a general consulting window is prepared at the reception, with highlighted themes such as favorable policies for enterprises, self-service, and agent services. The window layout is optimized, with all functional areas clearly identified to facilitate the people.

The enhanced system functions can make the workflow more efficient. Through the queuing system, applications are classified into those of natural persons and those of legal persons (enterprises), and then matched with the specific natural person or legal person. The precise classification and queuing mechanism can make the service more convenient and efficient. Those under this system include 48 departments under the direct supervision of the municipal government, 120 under the direct supervision of the national or provincial government, 19 self-developed systems by Liupanshui, laying a foundation for the next upgrading. The configuration and application of the integrated system are further improved. Issues are sorted out, and relevant general accounts and administrator accounts at the municipal level are configured. 29 municipal departments are involved. The seats of general windows for public affairs are handled by 6 departments, and the rest 23 departments are responsible for authorizing accounts and handling the issues accepted by these 6 departments.

The reform is being further promoted to achieve an all-around coverage. Enterprises are organized to set up a comprehensive "window". Together with the nine departments including the municipal market regulatory authority, Liupanshui issued the Notice on Further Promoting Reform to Enhance Enterprise Service Level. Based on the thinking of "reception at one window, synchronous review, parallel handling, time-bound resolving", the time required for processing an application for opening a business is less than one working day, as the procedures, materials, and costs are reduced, and the standards are lowered; in other words, enterprise setup can be realized with a very low cost. Currently, personnel responsible for the 7 steps related to business opening are ready. The window for public security is also improved. The municipal government affairs center strengthens cooperation with the public security bureau, to further specify the segregation of duties of the window. Through proper manpower deployment and defining clear responsibilities of chief representatives, the multi-functional services and general acceptance of issues regardless of police type are promoted. Now, personnel from immigration, public security, and traffic police are ready. Till now, the general affairs acceptance in hall are achieved, and classified issue handling in one window accounts for 94.4% of all issues.
